Abhinav Jha fce5524aa8 chore: Add observer to LayoutElements (#27993) ... ## Description - Create a hook based on the `LayoutElementPositionsObserver` and use it in `AnvilFlexComponent` such that all widgets in Anvil have their positions registered in the `LayoutElementPositionsReducer` - Do the same for `layouts` in Anvil.
