test: Cypress | Flaky fixes (#24576)
## Description
- This PR fixes below flaky tests:
- GitBugs_Spec (welcom screen load)
- Theme_FormWidget_spec.js (multiple flaky places)
- Logs1_spec.js

#### Type of change
- Script fix (non-breaking change which fixes an issue)
