Sangeeth Sivan ad5d236a05 chore: [Usage & billing] change upgrade hook link and refactor upgrade to BE page (#20312) ... ## Description Updates the redirection link when the user clicks on `Upgrade`. Also renders the background in CSS instead of using still image as an placeholder.
