## Description
This pull request adds the useEffect hook to the
CreateNewAppFromTemplatesWrapper component. The useEffect hook listens
for changes in the isReconnectingModalOpen state and closes the modal
when it is true. This ensures that the modal is closed when the
reconnecting modal is open.
