test: Cypress | StartPage - GenerateApp flaky fix (#24008) 
## Description

### This PR fixes the below flaky tests
- Toast validation for JSOnLoad2_Spec.ts that is failing in CI runs
- GenerateCRUD/MySQL1_Spec.ts
- GenerateCRUD/Postgres1_Spec.ts
- GenerateCRUD/Mongo_Spec.ts

#### Type of change
- Script fix (non-breaking change which fixes an issue)

#### How Has This Been Tested?
- [X] Cypress local run
