chore: Refactor switching segments in Entity Explorer (#29130)
## Description

Refactors the Entity Explorer Segment Switch so that we can update it
with more options in the future.

Also removes any unnecessary Segment Switch calls

Updates the structure to make Sidebar and Left Pane configurable and
separate from EditorNavigation
