chore: Refactor URLAssembly to throw error on missing pageId for app route resolution only (#28527)
## Description
PR Moves the logic of throwing error on missing entityId or pageId (in
case of Apps) to it's own function. Moving it helps making the presence
of entityId as optional (which is for packages) and makes extensibility
easier.
