test: Cypress - temp fix to workaround flaky CreateNewApp_spec (#24956) 
## Description

Temp workaround which involves creating a new workspace so that the
welcome tour creates an app in that workspace. This will be removed once
https://github.com/appsmithorg/appsmith/issues/24665 is fixed.
