feat: Create lightweight status api (#25857)
## Description
This PR brings those changes:
1. Creates a new API to know whether there are any uncommitted changes
or not
2. Creates a new API to compare the local branch with remote
3. Adds an optional parameter to the status API so that we can skip the
git fetch
