subratadeypappu d25b476e0a Fix unexpected cyclic dependency error due to server is not able to connect to the RTS server (#20012 ) ## Description There’s a function named `checkInstanceSchemaVersion` in `InstanceConfig.java `class which was not returning any signal due to the use of `.then()`. Consequently, the RTS server checking wasn’t made as it wasn’t receiving any signal/command to do so. To know more about the error please check the details in the issue itself.
