## Description Create a Basewidget wrapper that supplies Widget Onion as per the layout system. involves extracting widget layers presently in the BaseWidget into HOCs and hooks and make sure layout systems can be scaled. ## Description
This PR upgrades Prettier to v2 + enforces TypeScript’s [`import
type`](https://www.typescriptlang.org/docs/handbook/release-notes/typescript-3-8.html#type-only-imports-and-export)
syntax where applicable. It’s submitted as a separate PR so we can merge
it easily.
As a part of this PR, we reformat the codebase heavily:
- add `import type` everywhere where it’s required, and
- re-format the code to account for Prettier 2’s breaking changes:

This PR is submitted against `release` to make sure all new code by team
members will adhere to new formatting standards, and we’ll have fewer

This `SelectAll` component was using `isDisabled` prop internally, but the disabled state was passed in `disabled` prop. Although the internal `ChecboxLabel` component is using disabled prop, so to make `SelectAll`'s disabled prop name consistent, I used `disabled` prop, rather than `isDisabled`. |

fix: resolve issue of double click to select all in checkbox group (#19994)
In CheckBoxGroupComponent, when `isSelectAll` is enabled, it takes two clicks to check/uncheck it rather then one. The reason for this issue was, the custom className `select-all` given to `StyledCheckbox` component. The same className is available from tailwind which adds the `user-select: all` property, making the label text of select all option to be selectable. So it used to select the text on first click, and then used to check the select all option on second click. |

fix: Checkbox group widget fails to display the updated values (#19504)
## Description In the issue report by the user the component was not checked values for defaultSelectedValues. That was because we had componentDidUpdate which was checking the change in the options property. If there was a change, it was setting the selectedValues. We found out that this check is not required. Because of this check only, the component was re-rendering, and sometimes it was unchecking all the checked values. So we just removed the check and added the cypress check.
